Each layer can be a separate material. One negative result does not automatically apply to adjacent finishes or concealed layers.

Damaged thermal insulation should not be handled or disturbed by an untrained person.

Why appearance and age are not enough
Manufacturers, formulations, installation dates and renovations vary. EPA guidance notes that asbestos was used in many construction materials, including roofing shingles, ceiling and floor tile, cement products, coatings and insulation. Representative sampling and laboratory analysis provide the evidence needed for a material-specific conclusion.
